% a; Z+ M6 k( Q( S9 B* K3 W埃德蒙顿有没有可以开具公证书的地点？公证内容大概就是  XXX愿意委托XXX为委托人， 全权处理XX事，

i don't think you need to go thru the notary public, usually an authorization letter with your signature and your original id card and chinese residence registration (hu4kou3) will be enough.  of course this also depend on the local authorities' specific requirements and rules.
