+ b/ ~( R% @7 t1) An Alberta driver's license is normally a must have to buy auto insurance in Alberta.
4 ^# l. h/ M. `4 t, n7 W( C) q, H2) Auto insurance in Alberta and out of province vehicle inspection certificate are must have to obtain an Alberta vehicle plate.
5 q9 }) Z# f  o, ]' s4 K3 G. V3) A request form of out of province vehicle inspection, which can be obtained from a registry agent at about $9, has to be presented when the car is brought to an inspection agent.

So I guess the right order is
" F7 L" f5 R* y( N8 V. F+ I" ^5 |1 T$ A1 E1) Change the driver's license to Alberta. (you have done it)
. Q: ]& D0 p  H2) Get the insurance in Alberta.
3) Inspect your car.
4) Obtain the plate.
